Quick Answer
Chamber AI Hub is a Dubai Chambers marketplace of 22 AI agents for internal work such as procurement, finance, HR, compliance and lead scoring, with plans for 100. It is a useful way for UAE SMEs to try agentic AI. The tasks published so far do not mention customer messaging channels like WhatsApp, so customer conversations still need their own setup, with clear scope, human handover and opted-in contacts.
What Happened: Dubai Chambers Opens an AI Agent Marketplace
According to Dubai Media Office coverage on HiDubai, Chamber AI Hub currently offers 22 specialised agents across seven areas: compliance, procurement, operations, finance, sales, human resources and logistics. Published tasks include supplier discovery, vendor proposal evaluation, contract review, invoice matching, proposal generation, resume screening, lead scoring and IT help desk requests.
Dubai Chambers says members can test any agent in a sandbox, start with complimentary introductory credits and then pay by usage. It also says data is hosted in the UAE, each company’s information is kept separate, and the agents work in Arabic and English. Its press release describes the Hub as the world’s first agentic AI marketplace built by a chamber of commerce, part of a two-year programme to help more than 295,000 private-sector companies adopt agentic AI.
The Hub caps a busy month. On 12 October, 11 Dubai companies, including Emirates, DP World, Dubai Islamic Bank and Aster DM Healthcare, pledged to build agentic AI into their operations. On 8 October Dubai launched the Create AI Agents Championship, with a prize pool above AED 2.5 million and a category for business agents. We covered the earlier steps in our guide to agentic AI for UAE businesses.

Why It Matters for UAE Businesses
Until now, most SMEs met AI agents through vendor demos. A chamber-run marketplace with a sandbox and usage-based pricing lowers the cost of a first experiment, which means more of your competitors will be running agents in 2027. Governance is catching up too: in a vendor press release, Microsoft said its Agent 365 tool for monitoring and securing AI agents is available from its UAE data centre from October. Its UAE general manager said adoption is moving quickly but readiness is not yet keeping pace.
For most UAE SMEs, the bigger opportunity sits where customers already talk to you. Leads arrive on WhatsApp at all hours, in English and Arabic, and the business that replies first usually wins. That is the part of the business an internal marketplace does not cover.
Back-Office Agents vs Customer-Facing Agents
Both are “AI agents”, but they carry different risks. An agent that matches invoices makes suggestions your team checks. An agent on the WhatsApp Business API speaks to customers in your name, in real time.
A recent engineering post by WAPGROWAI, a WhatsApp inbox vendor, lists what goes wrong when a WhatsApp AI agent meets real customers. People send voice notes, fire several messages in seconds, ask for a human in capitals and try to talk the bot out of its instructions. Their fix is a separate check that decides whether to answer, decline or hand over before the AI writes a word.
6 Steps to Put an AI Agent in Front of Customers
- 1
Pick one job, not “AI”
Choose a single, repeated task with a clear owner: answering prices and opening hours, qualifying property leads, or confirming appointments. Measure how it is handled today before you automate it.
- 2
Decide the scope before the AI answers
Write down what the agent may answer, what it must decline, and when it must hand over to a person. Keep declines and handover messages as fixed text you wrote, not text the AI improvises.
- 3
Ground it in your own content
Give the agent your real prices, policies and service areas, and tell it never to promise anything outside them. Update that content whenever your offer changes.
- 4
Build the human handover first
Customers send voice notes, type in capitals and ask for a person. Every conversation needs a quick path to a named team member, with the full chat history attached.
- 5
Govern it like a new hire
Know which agents you run, what data they can reach, and who reviews their work. Read a sample of real conversations every week and fix what went wrong.
- 6
Keep consent and data in order
Message only contacts who opted in, honour opt-outs, and know where conversation data is stored. This is general information, not legal advice.

Frequently asked questions
What is Chamber AI Hub?
Chamber AI Hub is an agentic AI marketplace launched by Dubai Chambers in October 2026. Dubai Chambers says it offers 22 ready-to-use AI agents across compliance, procurement, operations, finance, sales, human resources and logistics, with plans to grow to 100 agents.
Who can use Chamber AI Hub and what does it cost?
According to Dubai Chambers, member companies can test agents in a sandbox, start with complimentary introductory credits and then move to usage-based packages. Check the Hub itself for current terms, as published details may change.
Does Chamber AI Hub replace a WhatsApp AI agent?
Not on its own. The tasks Dubai Chambers has published are mostly internal, such as contract review, invoice matching and resume screening, and the announcement does not mention customer messaging channels like WhatsApp. Customer conversations still need their own setup on the official WhatsApp Business Platform.
Is it safe to let an AI agent talk to customers on WhatsApp?
It can be, if the agent answers only from your own content, declines anything out of scope, hands over to a person quickly and works on opted-in contacts. Review real conversations every week. This is general information, not legal advice.
How does PhantomCore fit in?
PhantomCore sells PhantomPulse, a WhatsApp inbox with AI agents for UAE businesses. The agents answer from your own content, hand over to your team with the full history, and are set up by our Dubai team in English and Arabic. Plans start at AED 450 a month.
